Telecommunication is a term, which has been coined at the beginnings of 1930’s. If we think at “telecommunications”, we think at the beginning when it was invented the telegraph (1837), the telephone (1876) and the radio (1899|).
Telecommunication regulation is on of the earliest examples of international regulatory cooperation between states, which was created the International Telegraphic Union in 1865. In Europe.
Telecommunication regulation has started with a state of monopoly model. Every bureaucracy’s state has been given the right to provide services for telephone and telegraph. In many cases the providers were postal offices. States like Prussia; the monopoly over postal system has been very carefully protected against competitors. The globalization of the telecommunication industry has altered the traditional relationship between states and the industry. The globalization has been transformed the national economy from a domain characterized by clearly identifiable rules like trade policy and national economic self-sufficiency. The essentially is that globalization seems to presuppose a process in which traditional notions of national sovereignty are disintegrating.
The economic policy, trade and investment strategies are established on a regional basis. In other words is the appearance of the three major blocs (European, North America and East Asian), which appear to be the fortresses against the intrusion of outside competitors. The target is to maintain regional growth, stability, protect domestic markets through a regional strategy. The information technologies have an interesting dual function in the process over globalization. On the other hand the telecommunication sector is being extensively globalize, and also telecommunications networks are an important step for globalization in the world of economy.
Telecommunication compromise all aspects of voice and data transmission by radio, television, wire, microwave and satellite. Telecommunications made a deep impact on product competitiveness and increased the importance of a worldwide dimension. Wining the impact of products quality and performance involves a greater necessity to extend product development throughout wider markets, up to the global market.
Globalization has a worldwide significance; the concept of globalization involves knowledge, choice and the use of product and process technologies. The use of computer advanced design technologies and manufacturing processes are relevant for market globalization.
